Here's a suggestion.
You don't need to report here, since you are the head mod, if you think what you're doing is right, do it. You don't need to post here, as you already took action in-game. You don't have to tell the admins either, because of what I said before. I'm not bashing you or anything, I'm just saying. This section is mainly for other players who've seen rule breakers and are reporting.
